H. E. White Elementary School Parental Involvement Policy

 
PART I.     GENERAL EXPECTATIONS
The H. E White Elementary School agrees to implement the following statutory requirements:
·                     Consistent with section 1118, the H. E. White  Elementary School will ensure that the required school level parental involvement policy meets the requirements of section 1118 of the ESEA, and includes, as a component, a school-parent compact consistent with section 1118(d) of the ESEA.
·                     H. E. White Elementary School will notify parents of the policy in an understandable and uniform format and, to the extent practicable, in a language the parents can understand. The policy will be made available to the local community and updated periodically to meet the changing needs of parents and the school.
·                     In carrying out the Title I, Part A, parental involvement requirements, to the extent practicable, the school will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and including alternative formats upon request and, to the extent practicable, in language parents understand.
·                     If H. E. White  Elementary's school-wide program plan for Title I, Part A, developed under section 1114(b) of the ESEA, is not satisfactory to the parents of participating children, H. E. White  Elementary School will submit any parent comments with the plan when the H. E. White  Elementary School submits the plan to the Clay County Board of Education.
                 H. E. White  Elementary School will involve the parents of children served in Title I, Part A schools in decisions about how funds reserved under this part are spent for parent involvement activities. H. E  White  Elementary School will build its own and the parent’s capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school, parents, and the community to improve student academic achievement.
·                     H. E. White  Elementary School will provide parental involvement activities under section 1118 of the ESEA in the areas of improving student achievement, child development, child rearing and additional topics parents may request.
·                    H. E. White  Elementary School will be governed by the following statutory definition of parental involvement, and will carry out programs, activities, and procedures in accordance with this definition:
Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring—
(A)   that parents play an integral role in assisting their child’s learning;
(B)   that parents are encouraged to be actively involved in their child’s education at school;
(C)   that parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child;
(D)   the carrying out of other activities, such as those described in section 1118 of the ESEA.

PART II.      DESCRIPTION OF HOW SCHOOLS WILL IMPLEMENT REQUIRED SCHOOL PARENTAL INVOLVEMENT POLICY COMPONENTS

 1.  The H. E. White Elementary School shall take the following actions to involve parents in the joint development and review of its school parental involvement policy under section 1118 of the ESEA: 
Parents and staff will annually review the school's parent involvement policy and update the policy as needed..
  • Parents will be given a copy of the school's parent involvement policy to review and make suggestions for improving the document and making it more meaningful.
  • The LSIC will ultimately be responsible for developing and approving our parent involvement policy. 
  • Elect parent representatives from H. E. White  Elementary to the Clay County Schools Parent Advisory Council which meets two times or more annually.

    2.   The H. E. White  Elementary School shall take the following actions to involve parents in the process of planning, joint development of the program, review and improvement of programs under Title I Part A of the ESEA : 

  • In the Spring, H. E. White  Elementary parents will elect their representatives to serve on the LSIC and the Title I Schoolwide committee.
  • During the first meeting of the the new school year, the LSIC parents will assist with data analysis, a review of the current plan and discuss changes for the current year.
  • Parent representatives will meet quarterly to review the plan and discuss possible admendments to the plan to inprove its effectiveness.
  • Parent representatives along with other LSIC members will meet with the Clay County Board of Education in November to present the plan and discuss ways the board can support H. E. White  Elementary's Title I Plan and their school improvement efforts.
  3.    The H. E. White Elementary School shall hold an annual meeting to inform parents of the school’s participation in Title I, Part A programs, and to explain the Title I, Part A requirements and the right of parents to be involved in Title I, Part A programs.    The school will invite all parents of children participating in Title I, Part A programs to this meeting which will be held in conjuction with the H. E. White  Elementary's Open House.
 
  4.   The H. E. White  Elementary School shall provide parents of participating children information in a timely  manner about Title I, Part A programs that includes a description and explanation of the school’s curriculum, the forms of academic assessment used to measure children’s progress, and the proficiency levels students are expected to meet.
 
  • H. E. White  Elementary will conduct parent workshops to inform parents about the school's curriculum and expectations.
  • H. E. White Elementary will provide parents with information prior to academic assessments and afterwards regarding expectations and proficiency levels.
   5.   The H. E. White  Elementary School shall, at the request of parents, provide opportunities for regular  meetings, held at flexible times,   for parents to formulate suggestions and to participate, as appropriate, in decisions about the education of their children. The school will respond to any such suggestions as soon as practicably possible by:
 
  • Conducting two parent teacher conferences yearly during the months of November and February.
  • Holding an Open House in August.
  • Scheduling parent conferences at parent's request.
  • Being available to parents during their planning periods.
  • Providing teacher email addresses to parents.
   6.   The H. E. White  Elementary School  shall provide each parent an individual student report about the performance of their child on the State assessment in at least math, language arts and reading and their child's the individual item response sheets and holding workshops to discuss Westest scores with the students.
 
   7.   The H. E. White  Elementary School shall provide each parent timely notice when their child has been assigned or has been taught for four (4) or more consecutive weeks by a  H. E. White  Elementary School within the meaning of the term in section 200.56 of the Title I Final Regulations (67 Fed. Reg. 71710, December 2, 2002) by sending home a letter from the principal to parents of the child being taught by a teacher who is not highly qualified.
 
   8.   The H. E. White  Elementary School shall provide assistance to parents of children served by the school, as appropriate, in understanding topics by undertaking the actions described below :
  •   the state’s academic content standards.
  •  the state’s student academic achievement standards.
  • the state and local academic assessments including alternate assessments.
  • the requirements of Title I Part A.
  • how to monitor their child’s progress.
  • how to work with educators.
 by providing the following activities and workshops to assist parents:
  • Open House
  • Parent Teacher Conferences
  • Appropriate Parent Workshops
  • Training Videos 
   9.   The H. E. White  Elementary School shall provide materials and training to help parents work with their children in the areas of improving student achievement, (including literacy training and using technology) child development, child rearing and additional topics parents may request.

The following workshops will be offered:

  • Helping Your Child Academically
  • Child development
  • Parenting Skills
  • Other workshops as requested by parents
 
   10.   The H. E. White  Elementary School shall, with the assistance of its parents, educate its teachers, pupil services personnel, principals and other staff in how to reach out to, communicate with, and work with parents as equal partners in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools, by: 
  •  H. E. White's principal will attend workshop(s) given by the central office on implementing effectice parent involvement programs.
  • H,. E. White's principal will train the staff in how to reach out to, communicate with, and work with parents as equal partners in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools.
  •  H. E. White Elementary School will receive technical assistance and support from the central office in planning, implementing and improving their parent involvement program.
 
   11.  The H. E. White  Elementary School shall, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with Head Start, Reading First, Early Reading First,  Even Start, Home Instruction Programs for Preschool Youngsters, the Parents as Teachers Program, public preschool, and other programs.  The school will also conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children by:
  •  Providing a fully collaborative Preschool Program with Head Start.
 
    12.   H. E. White  Elementary School shall take the following actions to ensure that information related to the school and parent-programs, meetings, and other activities is sent to parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand: 
  • The H. E. White Elementary School parent Involvement Policy will be distributed to parents via the school website and copies sent home with the students and distributed at parent functions.
PART III.      DISCRETIONARY SCHOOL PARENTAL INVOLVEMENT POLICY COMPONENTS             
  • H. E. White  Elementary School will  involve parents in the development of training for teachers, principals, and other educators to improve the effectiveness of parent involvement training.
  • H. E. White  Elementary School  will provide necessary literacy training for parents through our district office.
  • H. E. White  Elementary School  will train parents to enhance the involvement of other parents.
  • H. E. White Elementary School  will arrange school meetings at a variety of times, or conducting in-home conferences between teachers or other educators who work directly with participating children, arrange meetings with parents who are unable to attend conferences at school.
  • H. E. White  Elementary School  will adopt and implement model approaches to improving parental involvement.
  • H. E. White  Elementary School  will establish a school parent advisory council to provide advice on all matters related to parental involvement.
  • H. E. White  Elementary School  will develop appropriate roles for community-based organizations and businesses, including faith-based organizations, in parental involvement activities.
  • H. E. White  Elementary School  will provide reasonable support for parental involvement activities as requested by parents.
 
PART IV.          ADOPTION 
 
The H,. E. White  Elementary School  Parental Involvement Policy has been developed jointly with, and agreed on with, parents of children participating in Title I, Part A programs, as evidenced by meeting agendas, minutes, and sign in sheets.
 


PARENT INVOLVEMENT POLICY

General Expectations
The Clay County School District agrees to implement the following statutory requirements:
  • The school district will put into operation programs, activities, and procedures for the involvement of parents in all of its schools.  These programs, activities, and procedures will be planned and operated with meaningful consultation with parents of participating children.
  • The school district will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of Title One of the Elementary and Secondary Education Act, and each includes, as a component, a school-parent compact.
  • The school district will incorporate this district-wide parental involvement policy into its Local Education Agency Plan.
  • The school district and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents will disabilities, and parents of migratory children, including providing information and school reports in an understandable and uniform format, and including alternative formats upon request in a language parents understand.
  • The school district will submit any parent comments with the Local Education Agency Plan if the plan is not satisfactory to the parents of participating children when the plan is submitted to the West Virginia Department of Education.
  • The school district will involve the parents of children served in decisions about how funds reserved for parental involvement is spent, and will ensure that not less than ninety-five percent of the one percent reserved goes directly to the schools.
  • The school district will be governed by the following statutory definition of parental involvement, and expects that its schools will carry out programs, activities, and procedures in accordance with this definition:
    • Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring:
    • that parents play an integral role in assisting their child’s learning.
    • that parents are encouraged to be actively involved in their child’s education at school.
    • that parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child.
    • the carrying out of other activities, such as those described in section 1118 of the Elementary and Secondary Education Act.
  • The school district will inform parents and parental organizations of the purpose and existence of the Parental Information and Resource Center located at the Clay County Board Office.
Description of how Clay County Schools will implement required district-wide parental involvement policy components
  • The Clay County School District will take the following actions to involve parents in the joint development, agreement, and distribution of its district-wide parental involvement plan.
    • Establish the Clay County Schools Parental Involvement Advisory Council with parent representatives from each school that meets at least twice annually.  
    • During the first meeting parents will develop the district-wide parental involvement policy.  Then they will take the proposed draft back to their individual schools and meet with parents to revise the draft and agree on a revised parental involvement policy.
    • During the second meeting parents will share revised drafts from each school and come to agreement for a district-wide parental involvement policy.  Then parents will take the agreed upon policy back to their individual schools and meet with parents to submit any comments if the plan is not satisfactory to the parents.  All comments will be sent to the Director of Title One for inclusion in the Local Education Agency Plan submitted to the West Virginia Department of Education.
  • The Clay County School District will take the following actions to involve parents in the process of school review and improvement.
    • Members of the Clay County Schools Parental Involvement Advisory Council will facilitate a review of the district-wide parental involvement plan at their individual schools.
    • Members of the Clay County Schools Parental Involvement Advisory Council will submit the results of their individual school reviews to the council to improve upon the current plan.
  • The district-wide parental involvement policy will be reviewed and improved annually.
    • The Clay County School District will provide the following necessary coordination, technical assistance, and other support to assist schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance.
    • The Clay County School District will provide a workshop for school-level administrators about planning and implementing effective parental involvement activities to improve student academic achievement and school performance.
    • School-level administrators will train their respective staffs about reaching out, communicating with, and working with parents.
    • The Clay County School District will offer technical assistance and support to assist schools in planning and implementing their own parental involvement activities.
  • The Clay County School District will coordinate and integrate parental involvement strategies with other programs, such as Head Start, Parents as Teachers, Home Instruction Program for Preschool Youngsters, and state-operated preschool programs.
  • The Clay County School District will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its schools.  The evaluation will include identifying barriers to greater participation by parents in parental involvement activities.  Clay County Schools will use the findings of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement policy.
    • Members of the Clay County Schools Parental Involvement Advisory Council will meet with parents at their respective schools to evaluate the content and effectiveness of the district-wide parental involvement policy in improving the quality of its schools.  At this meeting parents will review the existing document, identify the barriers to greater participation in parental involvement activities, and design strategies for more effective parental involvement.
    • Members of the Clay County Schools Parental Involvement Advisory Council will meet to share the results of their individual school’s evaluations and draft a revised district-wide parental involvement policy.
    • Members of the Clay County Schools Parental Involvement Advisory Council will take the revised district-wide parental involvement policy back to their individual schools for agreement of a district-wide parental involvement policy.  Parents may submit any comments if the plan is not satisfactory to them.  
  • The Clay County School District will build the schools’ and parent’s capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, through the following activities specifically described below:
    • Clay County Schools will provide assistance to parents of children served by the school district or school in understanding topics such as, but not limited to the following:
      • The State’s academic content standards, objectives, and performance descriptors
      • The State’s student academic achievement standards
      • The State and local academic assessments including alternate assessments
      • The requirements of Part A of Title One of the Elementary and Secondary Education Act
      • How to monitor their child’s progress
      • How to work with educators
                                The following activities and workshops will be held to assist parents:
        • Introduction to West Virginia Content Standards, Objectives, and Performance Descriptors
        • Introduction to West Virginia Measures of Academic Progress
        • Introduction to Title One of the Elementary and Secondary Education Act
        • Monitoring Your Child’s Progress
        • Working with Educators
    • Clay County Schools will provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training, and using technology to foster parental involvement.
      • The following workshops will be offered:

    • Clay County Schools will educate its teachers, pupil services personnel, principals, and other staff in how to reach out to, communicate with, and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools.
      • The Clay County School District will provide a workshop for school-level administrators about planning and implementing effective parental involvement activities to improve student academic achievement and school performance.
      • School-level administrators will train their respective staffs about reaching out, communicating with, and working with parents.
      • The Clay County School District will offer technical assistance and support to assist schools in planning and implementing their own parental involvement activities.

    • Clay County Schools will take the following actions to ensure that information related to the school and parent-programs, meetings, and other activities, is distributed to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language that parents can understand.
      • The Clay County School District-wide Parental Involvement Policy will be distributed to parents via the district website and through copies sent home with the students.
      • The Clay County School District-wide Parental Involvement Policy will be distributed to the community through publication on the district website as well as in the local newspaper.
Discretionary District-wide Parental Involvement Policy Components
  • The Clay County School District will involve parents in the development of training for teachers, principals, and other educators to improve the effectiveness of parental involvement training.
  • The Clay County School District will provide necessary literacy training for parents.
  • The Clay County School District will offer transportation and childcare to enable parents to participate in a flexible number of school-related meetings and training sessions.
  • The Clay County School District will train parents to enhance the involvement of other parents.
  • The Clay County School District will arrange school meetings at a variety of times or conduct in-home conferences between teachers and other educators, who work directly with participating children and with parents who are unable to attend meetings and conferences at school.
  • The Clay County School District will adopt and implement model approaches to improving parental involvement.
  • The Clay County School District will establish a district-wide parent advisory council to provide advice on all matters related to parental involvement.
  • The Clay County School District will develop appropriate roles for community-based organizations and businesses, including faith-based organizations, in parental involvement activities.
  • The Clay County School District will provide reasonable support for parental involvement activities as requested by parents.

      Early Intervention for Academic Success


Title I is the largest federal aid program for elementary and secondary schools. Through it, the federal government provides funding for school districts to support supplementary services designed to improve the educational performance of low-achieving children in high-poverty schools. Under the core Title I program, school districts receive funds through a multi-step allocation process and, in turn, distribute the funds to schools in their jurisdiction with above-average percentages of low-income children.  In Clay County Schools, the Title I program is an intervention model that uses multiple criteria to select students with the greatest academic need in the schools with the highest percentage of poverty.



PARENTS RIGHT-TO-KNOW

(A) QUALIFICATIONS- At the beginning of each school year, a local educational agency that receives funds under this part shall notify the parents of each student attending any school receiving funds under this part that the parents may request, and the agency will provide the parents on request (and in a timely manner), information regarding the professional qualifications of the student's classroom teachers, including, at a minimum, the following:

(i) Whether the teacher has met State qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction.

(ii) Whether the teacher is teaching under emergency or other provisional status through which State qualification or licensing criteria have been waived.

(iii) The baccalaureate degree major of the teacher and any other graduate certification or degree held by the teacher, and the field of discipline of the certification or degree.

(iv) Whether the child is provided services by paraprofessionals and, if so, their qualifications.

 

(B) ADDITIONAL INFORMATION- In addition to the information that parents may request under subparagraph (A), a school that receives funds under this part shall provide to each individual parent—

(i) Information on the level of achievement of the parent's child in each of the State academic assessments as required under this part; and

(ii) Timely notice that the parent's child has been assigned, or has been taught for four or more consecutive weeks by, a teacher who is not highly qualified.

 

(C) FORMAT- The notice and information provided to parents under this paragraph shall be in an understandable and uniform format and, to the extent practicable, provided in a language that the parents can understand.


Adequate Yearly Progress

Adequate yearly progress (AYP) is required by the United States Depart Education for all districts and schools that get Title I federal funding under the No Child Left Behind Act of 2001.  To make AYP, each school must achieve West Virginia Department of Education targets on the WV state assessment, the WESTEST, in Reading/Language Arts and Mathematics. To meet these targets, a designated percentage of students must score at the proficiency level designated. To meet targets, 95% of students must take each assessment.  In addition, schools must meet targets for graduation rate and attendance.  All of these standards must be met by all students, measured as a whole, and by each subgroup.  If just one subgroup misses just one target, the entire school doesn’t make AYP.  Only subgroups larger that 50 students count for AYP.  To protect student privacy, the scores of subgroups smaller than 50 will not be reported.
